What and why

A cutting workflow re-derived this verdict in shell from version, prerelease and already-tagged; #30 has the three guards it replaces.

due is false where the tag history could not be read. already-tagged answers false there, and with no-git-tags switched off a shallow checkout would otherwise report a version already released as due.

due does not read valid: under the default fail-on an invalid document has already stopped the job, and under never a workflow reads both.

The expect input #30 also asked for is left out. As a bare input it would fail outside the register, with no annotation and no say for fail-on, and it fits only the trunk ceremony: on a candidate tag the entry and the tag differ by design.
